Thank you, but we only list observances that have articles. See Wikipedia:Write the article first, Wikipedia:Stand-alone lists#Selection criteria and WP:CULTURALREFS. A quick Googl search shows this was declared by the Governor of Michigan and has little recognition outside the medical field., so it is not likely to noteworthy enough for an article. See WP:N. I think if you want an article written you're going to have to write it yourself. Maybe start with that, and add another paragraph based on a reliable source discussing it, rather than celebrating it? That would probably be publishable as an article.
