Merge

Merge proposal

I propose merging Ministry of Overseas Indian Affairs into Ministry of External Affairs (India). I think the content in Ministry of Overseas Indian Affairs can easily be explained in the context of Ministry of External Affairs (India), and a merge would not cause any article-size or weighting problems in Ministry of External Affairs (India).
