Name of the subject of this article[edit]

What is the correct name of the subject of this article? The article title omits Garza from the subject's name, which causes editors to append Garza to the rest of the name. This naming issue appears to originate from when the draft article was moved to the main article space when this article was first created. However, this report calls him Raúl Régulo Garza Quirino, as do [1] and [2] among others, some of which are cited sources. Also, when the subject is referred to by his surname, Garza Quirino is used. I notice that the family names are reversed in the dedication of this book and various Wikipedia mirrors and websites that reuse Wikipedia content, so it is difficult to sort the wheat from the chaff, so to speak. I am not that familiar with Spanish family naming conventions but this article should at least be consistent with its sources and use the subject's names in the same order as reliable sources do.
