Phrase used in English?

I'm not convinced this phrase is used in English: it sounds like a calque from foreign languages and should be labelled as such. Unicef themselves put it in inverted commas to show that it's not really used in English. And there are only 36000 hits in English, a number tainted by the existence of this article which will have pushed the number up. Malick78 (talk) 22:26, 20 April 2012 (UTC)[reply]
