Article is new enough and long enough. I am not sure that #1 endorses the existence of municipal tourist taxes. I presume that #2 states that restaurant taxes are considered to be a form of of tourist taxes? Basic QPQ is done. Article seems neutral, I didn't see any copyvio or plagiarism anywhere.
