I think this qualifies as a technical term that should be explained to the reader in the article. You might use the definition here [1]. EEng (talk) 14:39, 22 February 2015 (UTC)

I really don't think it is. It obviously means something's wrong, but the reader is left to wonder whether it means blocked, dry, polluted, silted up, ... EEng (talk) 02:56, 9 March 2015 (UTC)

Article was new enough, long enough, neutral, sourced, no close paraphrasing concerns. All proposed hooks are sourced. I prefer ALT1, since "At this point, the source/cause of the impairment in the East Fork is not well understood." Aymatth2 (talk) 00:16, 24 March 2015 (UTC)
