Tbilisi is the capital of Georgia. Its municipal jurisdiction extends to the city of Tbilisi itself as well as to four "townlets" (daba) and 22 villages. The capital is divided into districts (raioni, Georgian: რაიონი) and, further, into neighborhoods (ubani, უბანი).

A district is the city's administrative unit, governed by gamgeoba (გამგეობა), a municipal body, whose head, gamgebeli (გამგებელი), is appointed by the Mayor of Tbilisi with the approval of the Tbilisi City Assembly. They exercise jurisdiction over a limited scope of local affairs. The districts are further subdivided into neighborhoods, which are territorial units and do not possess municipal administration. Tbilisi's districts have been rearranged and reorganized several times. According to the current subdivision adopted on 5 December 2014, there are 10 districts and a total of 33 boroughs.

Most of the districts are named after respective historical neighborhoods of the city. The citizens of Tbilisi widely recognize a system of the smaller non-formal historical neighborhoods. Such neighborhoods are several, however, constituting a kind of hierarchy as most of them have lost their distinctive topographic limits. The natural first level of subdivision of the city is into the Right Bank and the Left Bank of the Mtkvari (Kura), a river which traverses the city. The newest whole-built developments bear chiefly residential marketing names.
