Wikilinks and the one reference are good, however your article may not still supply enough information to support the significance of the subject. I do feel this person does meet the notability guideline, perhaps would could elaborate here. For starters, non-English references are allowed, but not preferred as without a translator it is difficult to determine its reliability.
