I fully understand, he attacked me and User:Gogo Dodo too. I really thought banning him would help, not only did it egg him on more but now that I read the banning policy more closely it looks like it's not even intended to address people like him (rather previous spammers and edit-war-ers, who can then be reverted automatically without fear of repercussions under WP:3RR). I suppose you can put the userbox on your talk page, but it's kinda designed to be used on your user page.

Re your message: He is effectively banned, so making it formal is unnecessary and will likely just get him the recognition he wants. I don't think creating an LTA report would be very effective either. I an new and not an native speaker

Hello and Good morning. Please can I ask you why you want to delete the article? Ok. I am with you that it is not written very well and that the style must become better. But I am not a native speaker. You cannot expect from everyone that he or she writes English perfectly. Please change the phrases etc. so that the article gets better. I have mentioned it also earlier. Furthermore then also Americans, Canadians etc. have the possibility to add information about their countries. But if you delete the article nothing gets better. Nobody will read anything about insurance medicine. Thanks. Bergfex

Hi Bergfex! It actually doesn't have anything to do with readability - I had no idea you weren't a native speaker and can understand the article perfectly :) The problem is the writing style, it reads more like an opinion essay rather than an encyclopedia article (in my opinion anyway). Take a look at WP:NOTESSAY and see if you can work in more of the references you quoted into the article. You have seven days from the time the tag is placed before a deletion decision is made, so if the article is improved by then, it will probably be kept.
