For clarity, in light of the edit summary in this diff, the block and global lock apply to you, the individual behind the BobVillars account. We don't tend to block IP addresses permanently, because they are usually dynamic and don't stay with the same person forever, but you are not permitted to edit here under any account or IP address until such time as your global lock, and then your local block on enwiki, are lifted.
