I found the image is not a sign "outside a restaurant in Tokyo printed in Japanese, English and Russian barring foreigners from entry" of which you captioned in Ethnic issues in Japan[1] but a sign "outside an Onsen in Otaru printed in Japanese, English and Russian barring foreigners from entry. Notability of SAS (band)
