Request reason:

I am caught in a loop trying to get an IP exemption. This is the message I get when trying to edit. “Registered users (with an account): Please make sure you are logged in to your account. If you are unable to edit while logged in you may request IP block exemption to bypass blocks unconnected with you that affect your editing. Copying within Wikipedia requires attribution

Hello Diannaa. Thank you for the message. I am a new user of Wikipedia editing. I did not know I needed to attribute Wikipedia editor for the content that was his that he edited to Wikipedia of which I partially copied from his Wikipedia edits he edited to Wikipedia for which I pasted on another Wikipedia without providing proper attributional to the Wikipedia editor who did the original Wikipedia editing. I have been, and continue to, trying to follow Wikipedia policy. I can tell you I will do my best to do better next time. I apologize that I did not provide the proper attributional. I apologize again because I am unable to provide attributional at this current time due to public IP. I am currently under IP block and was not granted IP block exemption and won't have access to separate IP to provide attributional as requested for this time. In response to IP exemption denial I have asked Wikipedia manager how and what to do to reverse the denial of the request to unblock the account from the blocked status of IP.
