Essentially, copyright permission can be verified by a release placed at the original point of publication or by an e-mail to the Wikimedia Foundation from the copyright holder (see also Wikipedia:Donating copyrighted materials). As I noted at this article's talk page, verifying permission may be somewhat more complex in that much of it was evidently published several years ago at [1].
