If that is the reason that is understandable, but being told "it doesn't fit, it's unhelpful" doesn't tell me anything. They weren't removing it because it was a copyright violation. I guess I just don't get how using copyrighted stuff from the state's DMV and linking it is punishable but people saying it's their own work on the image is okay

That's why you are blocked. While images that are the work of the US federal government are in the public domain and freely usable, that isn't the case with every state. It isn't a copyright violation for someone to post their own work on Wikipedia, as long as they want to release it for use by anyone for any purpose with attribution. Blocks are not a punishment, but a means of preventing disruption to Wikipedia. I get where it could be confused, but what I mean is people saying a license plate is their work and nothing is done about it. If you're referring to the likes of File:UTnewfont3.jpg, I understand what you mean. These should probably be deleted as well. The uploader is likely just saying that the photograph is their own work, not the plate itself.
