- A request for comment seeking to alleviate pressures on the request an account (ACC) process proposes either raising the account creation limit for extended confirmed editors or granting the account creator permission on request to new ACC tool users.
- In a related matter, the account throttle has been restored to six creations per day as the mitigation activity completed.
- The scope of CSD criterion G8 has been tightened such that the only redirects that it now applies to are those which target non-existent pages.
- The scope of CSD criterion G14 has been expanded slightly to include orphan "Foo (disambiguation)" redirects that target pages that are not disambiguation pages or pages that perform a disambiguation-like function (such as set index articles or lists).
- A request for comment seeks to determine whether Wikipedia:Office actions should be a policy page or an information page.
- The Wikimedia Foundation's Community health initiative plans to design and build a new user reporting system to make it easier for people experiencing harassment and other forms of abuse to provide accurate information to the appropriate channel for action to be taken. Community feedback is invited.
- In February 2019, the Wikimedia Foundation (WMF) changed its office actions policy to include temporary and project-specific bans. The WMF exercised this new ability for the first time on the English Wikipedia on 10 June 2019 to temporarily ban and desysop Fram. This action has resulted in significant community discussion, a request for arbitration (permalink), and, either directly or indirectly, the resignations of numerous administrators and functionaries. The WMF Board of Trustees is aware of the situation, and discussions continue on a statement and a way forward. The Arbitration Committee has sent an open letter to the WMF Board.

- The development of Wikidata Bridge has started. The goal is to allow Wikidata edits from Wikipedia. [5]
Problems
- Sometimes pages load slowly for users routed to the Amsterdam data center. Investigation is in progress. [6]
- Wikidata query service was overloaded between 11:50 UTC until 13:15 UTC on June 24. It has been fixed. [7]
Changes later this week
- You will be able to read but not to edit all wikis for a short amount of time, on 3 July at 06:00 (UTC). This is to move a database. [8]
- There is no deployment of a new version of MediaWiki on the wikis this week (calendar).

Amazing Grace (2018 film)
Hello:
The copy edit you requested from the Guild of Copy Editors of the article Amazing Grace (2018 film) has been completed.
I took the liberty of explaining the "cameos" by Jagger/Wyman which were not explained in the article and would certainly arouse curiosity. I think you need a third paragraph in the lede that talks a bit about Franklin's performance, and include same in the Synopsis section. For example, in one of the citations I came across mention of her 11-minute version of "Amazing Grace" which left the audience in tears. I also wonder whether the article should include a Track Listing?

Echo in the Canyon
Thanks for starting this article! You added a review of Half-Sister, which I removed. I couldn't find an article about the film where that sentence belonged or I would've moved it to where you presumably intended.
I left a comment about the title. You moved it from "Echo In The Canyon" to "Echo In the Canyon", while correct grammar would be "Echo in the Canyon". Media coverage variously uses all three but I'd go with the correct one because it's on the distributor's website. JamesMLane t c 15:39, 7 July 2019 (UTC)

Recent changes
- For event organizers, if you request a temporary lift of the IP cap for mass account creation, this will now also raise the edit rate limit for those new accounts at the event, which will prevent another bottleneck. [9]
- Administrators at all Wiktionary, Wikivoyage, and Wikisource wikis are now able to use the new partial blocks feature. [10]
Changes later this week
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 9 July. It will be on non-Wikipedia wikis and some Wikipedias from 10 July. It will be on all wikis from 11 July (calendar).
- The design of MediaWiki's software windows will change for desktop users. Layout will be simpler, buttons will be bolder and clearer, and close buttons will be just icons. This is like the mobile design. This will affect ContentTranslation, VisualEditor, TemplateWizard, and other tools. [11]

- The mobile web will get more advanced editing tools. Seven more Wikipedias can use them now. This works for Arabic, Indonesian, Italian, Persian, Japanese, Spanish and Thai Wikipedia. You can try the tools on the mobile web and give feedback. [14]

- The abuse filter system user will soon do maintenance edits on broken abuse filters. This user is called
Edit filter
and has administrator rights. This is meant to fix technical problems. It will not do any other changes. Samragyee RL Shah
Hey there, I've finished copy editing Samragyee RL Shah, which was an article you requested in the GOCE Requests page. I have two minor concerns:
- First, what is Wikipedia's standard for "Nepali" vs. "Nepalese"? I did a quick Google search before I started copy editing, and it seems that "Nepali" is the correct term. However, on Wikipedia, there are certain pages that use "Nepalese", such as Nepalese rupee.
- If you would rather use "Nepalese", feel free to edit the article, but make sure to be consistent throughout. Also be careful not to replace "Nepali" in Nepali Actress and one quote that has "Nepali" in it.
- Speaking of Nepalese rupees, the formatting for currency was inconsistent throughout the page. I.e. "रू16 lakhs", "Rs. 25,000", "रू5 crore", and "रू1.70" were used throughout the article. I changed "Rs. 25,000" to "25,000 Nepali rupees", but most of the other ones are unchanged.
- Since I am unfamiliar with Nepali currency and terms like "lakhs" and "crore", if you could fix this and make sure that it is consistent throughout the article, that would be great.

- Phabricator database will be moved to a different server. Writes will be blocked on Thursday 25 July, between 05:30 and 06:00 AM UTC. Reads will remain unaffected. [18]

- Users who edit from IP addresses whitelisted on a request for temporary lift of the IP cap for mass account creation will bypass CAPTCHAs. This will happen in August. If you think this should not happen for some reason, please let us know.

will be removed from AbuseFilter. A list of filters needing a fix is provided.

Growth team updates #9
Welcome to the ninth newsletter from the Growth team!
The Growth team's objective is to work on software changes that help retain new contributors in mid-size Wikimedia projects.
Opening Growth features to more wikis
The Growth team has existed for about one year. During that time, we have developed several features that we think can help increase retention. Though we are still gathering data to detect scientifically whether the features increase retention, we think that some of the features are ready to be deployed on more wikis that want to experiment with them. If your community is enthusiastic about welcoming newcomers, we encourage you to contact us so that we can verify together if your wiki is eligible.
Then, go through the checklist to start the process of getting these features:
- Help panel: allow newcomers to find help and ask questions while they edit.
- Welcome survey: learn what topics and types of edits newcomers are interested in.
- EditorJourney: learn what workflows newcomers go through on their first day.
General news
- A new quarter of the year has started, and the team has set our goals for the next three months. The most important goals are:
- Newcomer homepage: increase activity through a task recommendations module. Now that we have seen several weeks of positive activity on the newcomer homepage, we think that the most important thing to add is a way for newcomers to find tasks to work on. The challenge will be recommending the right kind of tasks at the right point of their journey.
- Newcomer homepage: increase feature discovery rate by 100%. Right now, only 20% - 30% of newcomers ever visit their homepage. We want to double that number by making sure all newcomers know how to find it.
- Help panel: increase usefulness through improvements to affordance, search, and UX flow. We have looked closely at data and anecdotes from the usage of the help panel, and we plan to pursue specific improvements to increase its effectiveness (see accompanying image of a feature that helps newcomers find responses to their questions).
- Wikimania is coming up next month, which includes a "Community Growth" space. We hope to see people from all communities there to talk about how to bring newcomers into our movement.
- We have started to deploy features to our team's fourth target wiki: Arabic Wikipedia. That wiki is the biggest one we target, it has a high percentage of mobile users, and also is our first right-to-left language. This will help us make sure that our features are valuable for as many types of users as possible.
Mobile homepage and early analysis
- The mobile version of the newcomer homepage was deployed to Czech, Korean, and Vietnamese Wikipedias. Now, newcomers can access their homepage from both desktop and mobile devices.
- We have published our first set of data about the performance of the newcomer homepage. In summary, we are happy with the homepage's performance so far. We see about half of visitors clicking on something, and the majority of them returning to the homepage multiple times.
- Because we see positive usage of the homepage, we will deploy several small features in the next two weeks that help more newcomers discover their homepage (see accompanying image of a feature that helps newcomers discover their homepage from their empty Contributions page).
- As listed in our goals above, we'll be starting to focus on adding task recommendations to the newcomer homepage. We'll be publishing early thoughts on this feature so that community members can give their thoughts and advice.

Welcome back to the Editing newsletter.
Since the last newsletter, the team has released two new features for the mobile visual editor and has started developing three more. All of this work is part of the team's goal to make editing on mobile web simpler.
Before talking about the team's recent releases, we have a question for you:

Recent releases
The mobile visual editor is a simpler editing tool, for smartphones and tablets using the mobile site. The Editing team recently launched two new features to improve the mobile visual editor:
- Section editing
- The purpose is to help contributors focus on their edits.
- The team studied this with an A/B test. This test showed that contributors who could use section editing were 1% more likely to publish the edits they started than people with only full-page editing.
- Loading overlay
- The purpose is to smooth the transition between reading and editing.
Section editing and the new loading overlay are now available to everyone using the mobile visual editor.
New and active projects
This is a list of our most active projects. Watch these pages to learn about project updates and to share your input on new designs, prototypes and research findings.
- Edit cards: This is a clearer way to add and edit links, citations, images, templates, etc. in articles. You can try this feature now. Go here to see how: 📲 Try Edit Cards.
- Mobile toolbar refresh: This project will learn if contributors are more successful when the editing tools are easier to recognize.
- Mobile visual editor availability: This A/B test asks: Are newer contributors more successful if they use the mobile visual editor? We are collaborating with 20 Wikipedias to answer this question.
- Usability improvements: This project will make the mobile visual editor easier to use. The goal is to let contributors stay focused on editing and to feel more confident in the editing tools.
Looking ahead
- Wikimania: Several members of the Editing Team will be attending Wikimania in August 2019. They will lead a session about mobile editing in the Community Growth space. Talk to the team about how editing can be improved.
- Talk Pages: In the coming months, the Editing Team will begin improving talk pages and communication on the wikis.

The VisualEditor on mobile is a good place to learn more about the projects we are working on. The team wants to talk with you about anything related to editing. If you have something to say or ask, please leave a message at Talk:VisualEditor on mobile.

How to change article name after publication?
Dear Captain Medusa, as a relatively new contributor, I have made a mistake by capitalizing the nouns in my latest article, which was accepted for publication a few days ago. Instead of Report_on_the_Restitution_of_African_Cultural_Heritage, it should be like this: Report_on_the_restitution_of_African_cultural_heritage - As I don't know how to change it, I would appreciate, if somebody competent could change the spelling or tell me how to do this myself, before I will insert any more links in other articles. - Following a request for comment, the page Wikipedia:Office actions has been changed from a policy page to an information page.
- A request for comment (permalink) is in progress regarding the administrator inactivity policy.
- Editors may now use the template {{Ds/aware}} to indicate that they are aware that discretionary sanctions are in force for a topic area, so it is unnecessary to alert them.
- Following a research project on masking IP addresses, the Foundation is starting a new project to improve the privacy of IP editors. The result of this project may significantly change administrative and counter-vandalism workflows. The project is in the very early stages of discussions and there is no concrete plan yet. Admins and the broader community are encouraged to leave feedback on the talk page.
- The new page reviewer right is bundled with the admin tool set. Many admins regularly help out at Special:NewPagesFeed, but they may not be aware of improvements, changes, and new tools for the Curation system. Stay up to date by subscribing here to the NPP newsletter that appears every two months, and/or putting the reviewers' talk page on your watchlist.
Since the introduction of temporary user rights, it is becoming more usual to accord the New Page Reviewer right on a probationary period of 3 to 6 months in the first instance. This avoids rights removal for inactivity at a later stage and enables a review of their work before according the right on a permanent basis.

- There will be no Tech News issue next week. The next issue of Tech News will be sent out on 2 September 2019.
Problems
- Some abuse filters stopped working because of a code change. Only variables for the current action will work. Variables defined inside a branch may not work outside of that branch. You can read more to see how to fix the filters.
- Only six accounts can be created from one IP address per day. Between 12 August and August 15 this was two accounts per day. This was because of a security issue. It is now six accounts per day again. [29]
Changes later this week
- Only a limited number of accounts can be created from one IP address. An IP address can be whitelisted so that it can create as many accounts as needed. This is useful at events where many new persons learn to edit. IP addresses that are whitelisted for this reason will also not show CAPTCHAs when you create accounts. This will happen on Wednesday. [30]
