I'd like to appeal this block. I am trying to get a hold of how to publish my friend, Dr Phil Fortuno, a notable person, to have his own wikipedia page since wikipedia refuses to acknowledge him as a notable person in the Nabua wikipedia page which personally, he is. The instructions to appeal a block are already given in the above block notice. Unless you follow them, administrators will never notice your appeal.
The notability criteria for people is what determines whether a person merits inclusion in Wikipedia. A bit of friendly advice - you should not attempt to create an article about a friend, relative or colleague. That is the very definition of a conflict of interest.
