You are putting a little more mind, Government Polytechnic Katihar is a government institute which teaches engineering studies for free. So can't a page of that institute be made? What a block means is described here. I'd prefer things not come to that, hence the warning. Wikipedia articles must not promote anyone or anything, and not contain material that violates copyright. What the organization is or does is not relevant to that; no page on Wikipedia may contain promotional material or copyright violations under any circumstance.
