Thanks for the feedback. I have reviewed the page, and have a follow-up question. Is the APA format that we used with references listed at the bottom and referred to in the text insufficient - should we also cite as per the page you referenced for those references with web links? Inline references are the standard way that sources are cited in Wikipedia articles. If you use a non-standard format, over time, the page will end up a mixture of standard and non-standard references, which will make it messy and more difficult to maintain. It's also easy to end up with incomplete references. For example,

Quantitative and qualitative data is generally captured through two forms of assessments: formative and summative. Formative assessment is the information that is revealed and shared during instruction and is actionable by the teacher or student (Black & Wiliam, 1998). Paul Black and Dylan Wiliam offer examples of classroom assessment that is formative in nature, including student observations and discussions, understand pupils’ needs and challenges, and looking at student work (1998). Conversely, summative assessments are designed to determine whether or not a student can transfer their learning to new contexts, as well as for accountability purposes (1998). Formative assessment is the use of information made evident during instruction in order to improve student progress and performance. Summative assessments occur after teaching and learning occurred.

While simply using a year is clear enough here (it isn't everywhere in that article) it can be completely obscured if someone inserts another sentence into that paragraph. If you used inline citations, the entire citation is included. If the first mention is removed, there are bots that can rescue the remainder of the reference. Bots can be designed to read reference tags fairly easily; getting them to recognize "(1998)" are a reference is much more difficult.

Using reference templates means that, in the long run, people aren't bound to a single style. If the Wikipedia community decided to adopt a single style of referencing, it would be easy to change the way references are displayed, because reference templates capture information, not a specific citation style. Similarly, it should be possible to modify your display to show whatever style you want. That isn't possible when your references are formatted the way yours are.
