Proposed deletion of Local public good of communications[edit]

The article Local public good of communications has been proposed for deletion because of the following concern:

Appears to be Original research. Wikipedia requires verifiable secondary sources to establish notability.

non notable WP:Neologism. I can only find 3 google references to the phrase - 2 of them forum posts from the article creator and the third a brief mention in a 3 page briefing note.
