The article is still not significantly altered from the previously deleted version, and, most importantly, it still does not satisfy the basic criteria at WP:BIO: "A person is presumed to be notable if he or she has been the subject of multiple published secondary sources which are reliable, intellectually independent of each other, and independent of the subject." Non-free images

It does not matter if you are the copyright owner or not, according to Wikipedia:Non-free content criteria#Policy "Non-free content is used only where no free equivalent is available, or could be created, that would serve the same encyclopedic purpose." In the case of Pegasus and White horse (mythology) there are other free images that are available. There is no "highly relevant" reason that the image needs to be in either article. Also every single use of the image requires a Non-free use rationale that address all the points and provides a clear reason as to why it needs to be used in the named article. Thus your original reason, "To illustrate an article about a mythological figure, by using an exemplary work by recognised artist.", for the Ian Hornak article is not valid as that article is not about a mythological figure.
