Please stop uploading this image and just sort out one of them. It just needs two things so it can be chevked out. 1) the full url it can be found at, not just the top level of a large news site, and 2) a link to the clear statement that this is a public domain item. I can't find anything on 002net.com that says images are public domain or licensed under creative commons, so unless you can show otherwise we have to assume this is a copyrighted image. A tag has been placed on File:Paul Sheard speaking at the World Economic Forum - 2010, Tianjin, China.jpg requesting that it be speedily deleted from Wikipedia.
