Don't put the help template in the section header. It just makes a sort of mess.
I can imagine that you are wondering about your rejected draft. The sources that you provided are themselves too promotional to be considered as independent, in-depth reporting about the celebration. I imagine the reviewer did some more searching before issuing a rejection, and they found nothing else better than what you had already offered.
Yes, having your draft rejected is a disappointment. But part of being a Wikipedia editor is learning how to use sources to establish notability for a subject. You could try some other subject.
But, before trying to create another new article, can I suggest that you spend some time improving existing articles? By making corrections and additions, with suitable sources, you'll be on your way to understanding better what's needed for creating a new article. Your reason here My friend took my computer and edited it. He took it during school, and now the school IP address is banned. I am a legitimate editor of Wikipedia, as you can see from my edits. There have been past infractions, but those are all by my friend, as can be proven by the time stamp on all of them. They occurred within the same 50 minute range of one of my classes, which is where my friend, who knows my password, has taken my computer repeatedly and vandalized Wikipedia. I apologize for any inconvenience this caused anybody
