Let's review. Your first account, you used to give bogus warnings to people before getting blocked for a username violation. This account (which was legitimately created because of the username issue), you also left bogus comments at other users' talk pages and vandalized an article. You'll need to really demonstrate that you understand the rules and are willing to abide by them. The usual course of action is to give an example of an edit you would make, including the source you'd cite to back it up. Lack of a constructive edit per the guidelines set out above is a clear sign that you, in fact, /don't/ understand the rules. You were given a very specific method of complying, and yet you fail to accomplish that task, which would in-fact benefit you in this case.
