I received your email. I prefer to keep Wikipedia business on Wikipedia, so please use talk pages for communication. To answer the points in your email:

  • You are associated with Assossa University, therefore you have a conflict of interest. See Wikipedia:Conflict of interest for guidance. As an editor with a conflict of interest, you should refrain from creating the article directly in main article space. You should use your sandbox or draft space (such as Draft:Assossa University) and submit it for review via Wikipedia:Articles for creation.
  • The article you created was copied from an Assossa University web page. As such, the article was a copyright violation. We will never restore material that has been published elsewhere unless the actual copyright holder sends the Wikimedia Foundation a declaration of consent, releasing the material under an acceptable free license or declares the material to be in public domain. See WP:CONSENT for details on providing this permission — but the author of that web page must provide the consent.
  • Even if the Wikimedia Foundation received permission to duplicate the content of the Assossa web page you copied, it would still not be acceptable because it was written for publicity purposes. You even contested the deletion with a rationale that your purpose is to provide information to new persons — but that rationale itself simply means you want to use Wikipedia as a publicity medium to disseminate information, which doesn't align with Wikipedia's goal to have articles on encyclopedically significant subjects. Wikipedia strives for a neutral point of view. It is a core policy that Wikipedia must never be used for promotion or publicity purposes. Someone originally nominated the article for speedy deletion in accordance with the WP:G7 deletion criterion (unambiguous promotion), so it was clear to more that just me that the article was promotional. However, I deleted it as a copyright violation instead.

Given the above, and especially because of the copyright violation, the article cannot be restored. This has been done under section G12 of the criteria for speedy deletion, because the page appears to be an unambiguous copyright infringement. This page appears to be a direct copy from http://www.asu.edu.et/index.php/en/about-us/important-documents/16-uncatagorised?start=80. For legal reasons, we cannot accept copyrighted text or images taken from other web sites or printed material, and as a consequence, your addition will most likely be deleted. You may use external websites or other printed material as a source of information, but not as a source of sentences. This part is crucial: say it in your own words. Wikipedia takes copyright violations very seriously and persistent violators will be blocked from editing.

If the external website or image belongs to you, and you want to allow Wikipedia to use the text or image — which means allowing other people to use it for any reason — then you must verify that externally by one of the processes explained at Wikipedia:Donating copyrighted materials. The same holds if you are not the owner but have their permission. If you are not the owner and do not have permission, see Wikipedia:Requesting copyright permission for how you may obtain it.
