The article Comparison of Object Pascal and C++ has been proposed for deletion because of the following concern:

This topic fails notability as a main criterion. It is original research. Since it lacks notability the fact that it is unverified is broadly irrelevant. Despite the obvious hard work put into the article it has no place in Wikipedia.

While all constructive contributions to Wikipedia are appreciated, content or articles may be deleted for any of several reasons.

You may prevent the proposed deletion by removing the {{proposed deletion/dated}} notice, but please explain why in your edit summary or on the article's talk page.

Please consider improving the article to address the issues raised. Removing {{proposed deletion/dated}} will stop the proposed deletion process, but other deletion processes exist. In particular, the speedy deletion process can result in deletion without discussion, and articles for deletion allows discussion to reach consensus for deletion. Actually, 196.168.1.103 is your local address, not your Internet access. But the screenshot you posted (which you are now free to delete) showed your IP address. I took a look at the block; it looks like that address used to be an open proxy but it's a dynamic address and is no longer serving as a proxy. That is, the block was legitimate but is no longer accurate, and all but certainly was placed when someone else had your Internet address, so it was never targeted at you or your computer.
