For example here, but from what I can see, the body only mentions the Georgian parliament passing the resolution and OSCE (also Wikipedia is not a reliable source). In this edit (granted, which you deleted afterwards), I do not see a mention of military bases being the cause for the resolution declaring the territory as occupied.
