This is not open proxy, this is shared IP that my ISP assigns me and maybe thousands of many more people in my city. As I can see this IP being used to comment in my local blogs and websites too by many people in my city. Can't my username be unblocked alone? I used the CU tool to verify the complainant's recent contributions, and I checked the underlying proxy that is the subject of the OP thread. The problem here appears to be something odd with the ISP proxy, which is not this user's fault, so I've granted the IPBE permission. Sorry for the inconvenience, Sudip Regmi. IP block exempt[edit]
