Guideline and policy news

Consensus has been reached to delete all books in the book namespace. There was rough consensus that the deleted books should still be available on request at WP:REFUND even after the namespace is removed.
An RfC is open to discuss the next steps following a trial which automatically applied pending changes to TFAs.

Technical news

IP addresses of unregistered users are to be hidden from everyone. There is a rough draft of how IP addresses may be shown to users who need to see them. This currently details allowing administrators, checkusers, stewards and those with a new usergroup to view the full IP address of unregistered users. Editors with at least 500 edits and an account over a year old will be able to see all but the end of the IP address in the proposal. The ability to see the IP addresses hidden behind the mask would be dependent on agreeing to not share the parts of the IP address they can see with those who do not have access to the same information. Accessing part of or the full IP address of a masked editor would also be logged. Comments on the draft are being welcomed at the talk page.

Arbitration

The community authorised COVID-19 general sanctions have been superseded by the COVID-19 discretionary sanctions following a motion at a case request. Alerts given and sanctions placed under the community authorised general sanctions are now considered alerts for and sanctions under the new discretionary sanctions.

Hello, on Wikipedia sometimes we use non-free images. Note, a non-free image should be used only when—

a free image is not available (that is NFCCP #1) "No free equivalent. Non-free content is used only where no free equivalent is available, or could be created, that would serve the same encyclopedic purpose."

a non-free image should always be of "low-resolution", generally it is lower than 300*300px. (see #2, and #3b of NFCCP)

a non-free image should have minimal use. If we are uploading a low resolution image of a film poster, it should be used only for that purpose and not anywhere and everywhere. For that reason when you upload an image you are asked where you want to use it. For a free image (or your own image) you are not asked the question.

Non-free images are uploaded on a project (if you want to use here, you have to upload here), if Bangla Wikipedians want to use, they need to upload a low-resolution image separately on Bangla Wikipedia. A non-free image is not uploaded on Wikimedia Commons, which is for common usage across all projects.

Now, what type of non-free images we can upload: there is a list, but some of most common non-free images are book covers, movie posters, logos, deceased people etc.

Now, can we upload a photo of a Bengali singer or actor (living person) as non-free? The answer is "no". Why so? Because if a person is alive, it is possible to find a free picture. One can go and take a photo of the person.

Let's talk about the workflow: first check if a photo comes under permissible non-free content list, if it its so, second, see if a free image is available (check on Wikimedia Commons, Google advanced search, Creative Commons, Flickr etc), third: find and upload a low-resolution image (generally 300*300 pixels or lower than that). Please use an image editor to resize image.

An important consideration is: a non-free image must add some value in an article. There is generally not more than one non-free image in an article.

Last week all wikis were very slow or not accessible for 30 minutes. This was due to server lag caused by regenerating dynamic lists on the Russian Wikinews after a large bulk import. (T287380)
