1989 breakdown[edit]

Hi, sorry it took so long to post an answer. The reason is that they failed to reach an agreement on new export quotas, exactly why they did that I do not know, but I added it to the article anyway. jonkerz 02:38, 6 February 2011 (UTC)[reply]
