Hi Mahdig, I assume you are asking which paragraph documents the UK restrictions. Near the bottom of the HPA page the heading HPA advice gives the advice and references the appropriate regulations and enforcement route.

Thanks for uploading Image:Laser_Curtain.gif. I noticed that the file's description page currently doesn't specify who created the content, so the copyright status is unclear. If you did not create this file yourself, then you will need to specify the owner of the copyright. If you obtained it from a website, then a link to the website from which it was taken, together with a restatement of that website's terms of use of its content, is usually sufficient information. However, if the copyright holder is different from the website's publisher, then their copyright should also be acknowledged.

As well as adding the source, please add a proper copyright licensing tag if the file doesn't have one already. If you created/took the picture, audio, or video then the {{GFDL-self}} tag can be used to release it under the GFDL. If you believe the media meets the criteria at Wikipedia:Fair use, use a tag such as {{non-free fair use in|article name}} or one of the other tags listed at Wikipedia:Image copyright tags#Fair use. See Wikipedia:Image copyright tags for the full list of copyright tags that you can use.

That means it's not free and we can't use it. Please provide souring information when you upload the image. You've been on Wikipedia for a long time, so I won't just dump a {{uw-unsourced2}} on you, but you should know that sources are required and you shouldn't edit-war to re-insert content that was removed as uncited-disputed. As I note in my edit-summary, you are "conflating a separation method (*C) with its detection (UV)". For example, one might use a UV-vis detector to monitor an HPLC separation, but one might simply use UV-vis to identify something (maybe even in a mixture) depending on standards, and one might do HPLC with various MS, drift-tube, or other detectors. And just to demonstrate, I did a quick lit-search, and "Lots of refs also mention GC and some MS" as methods to detect and determine caffeine content in biological samples or foods.
