@Rosguill:,Thank you for bringing this to my attention. I would like to let you know that I have no business or whatsoever with the subject. As you can see, this article has been edited by other users. I do agree with you that the article may look somewhat promotional but I did not either directly or indirectly receive any compensation for creating it and I have never ever collected any money to create an article in my country not to talk of people outside. I am sorry I wont have enough energy to ague whether this article should be deleted or not. The best I can do is to help improve it if I have the time. So I attended a workshop that she was part of the guest speakers. This was the original photo of her I took with my own phone File:Fati N'Zi-Hassane.jpg. Then I later requested for the current profile photo from her. She gave me the permission to use it. Yamla, on what grounds is it being declared "a proxy" beyond the block log? The IP address is within 102.176.0.0/17 which is clearly owned by Vodafone Ghana (aka Ghana Telecommunications). The specific block 102.176.65.0/24 is listed as Vodafone Ghana MBB" (Mobile broadband - the map on that page shows that such access is commonly available in Ghana). It appears to be used as a dynamic range for SIMs used in mobile routers (probably run internally over IPv6 with CGNAT similar to NAT64 at the ISP). Users will appear to come from one or several varying IPs within the range at once, over different days; a large number of users in the same region of Ghana will share the IP range, but the only proxying involved is at the ISPs side. This is not an uncommon situation - AT&T seems to do it, too (even for IPv6) - but given how mobile ISPs are prevalent in some countries due to their size and development state, communities may have no recourse to fixed-line ISPs which often assign an IP per subscriber, and so more people are impacted without easy recourse. The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment.
