In general, unsigned bands require a significant amount of press coverage in order to be considered notable on Wikipedia.

Re your message: You need to provide citations from reliable sources that the band meets the notability guideline for musical acts. For example, the band would be notable if they had a charted single or album. If their single EP has not charted, then they would not be notable through that criteria. The band may also be notable if they released an album through a major label or large indie label, however, since they are unsigned, they would not qualify under this criteria. Finally, they may be notable if they have been the subject of multiple, non-trivial, published works appearing in sources that are reliable and are independent from the musician or ensemble itself. Re your message: I don't have access to the talk page because it was deleted and I don't remember specifically what I said. If you remember your question, I can answer it for you here. My answer was most probably something similar to what Gogo Dodo just said to you above: your article didn't provide any citations from reliable sources that this band in any way meets Wikipedia's policies for inclusion of musical acts. If you can demonstrate that they meet the criteria, then the band is notable and the article will remain. If you recreate the article without strong evidence that the band meets our policies, you will be blocked from editing. The article has been deleted eight times already, which really is quite a lot! Hi there and welcome to Wikipedia. I saw your note on User:Diversity8 and wanted to respond, because you're obviously trying to contribute here in good faith and I'm sorry you've hit some rough spots with your new articles. Here are a few bits of advice that might be of help to you:

First, creating new articles is one of the harder tasks on Wikipedia, even for experienced editors. Large numbers of new articles that do not conform to the guidelines are deleted every day. Many new editors find it easier to start off contributing to one of our many existing articles before venturing into the world of creating brand new articles.
Second, if you do choose to create new articles, you should be familiar with our policies in this area. Wikipedia:Your first article is a good guide to the basics. The really quick version is here: Articles require significant coverage in reliable sources that are independent of the subject. Articles that do not meet this guideline will almost certainly be speedily deleted shortly after creation. For articles about bands and musical artists, you should be sure that your article fully complies with the notability guidelines for music and that you cite appropriate sources to demonstrate notability in your article. So a band that is the subject of an interview in Rolling Stone, a segment on VH1, and a review in the Los Angeles Times obviously meets the criteria, while an unsigned band with a self-released album and some concert listings in the local alt-weekly would not. WP:MUSIC provides other criteria for notability and I encourage you to read them.
With that in mind, let's take a look at your article 38DD (WI Band). The band is unsigned and the article does not cite any major awards, concert tours, singles or albums that have charted nationally, or had a gold certified album. As such, we look at the sources. There are three: the band's MySpace page, Metal-Archives, and [More Than A Handful http://www.cdbaby.com/cd/38dd]. The MySpace link is not considered a reliable source for this purpose, as it is written by the band itself (not third-party). The "More Than A Handful" page is simply a sales page for the album; this provides no information that demonstrates the notability of the band. Finally, the Metal-Archives page does not appear to be a reliable source, as it consists of user submissions. The band's inclusion on in Metal Archives doesn't assert any notability, because the site is not subject to some kind of editorial control like a newspaper or a magazine or similar source. Thus, the article plainly does not meet the guidelines in WP:MUSIC, and the page is speedily deleted. Just saying "I claim importance/significance" doesn't change anything, because that claim is not backed by sources that actually demonstrate notability.
I noticed in your comment that you were having trouble because your new articles were deleted before you had time to fully complete them. I recommend trying the Article Wizard. It helps you create new articles and has a great feature called a "userspace draft." With this, you can initially save your article into your userspace, your special scratch area outside of the main Wikipedia article space, and you can work on it without the risk of immediate speedy deletion. Once you have the article fully sourced and are sure it's ready to go, you can easily move it into the main article namespace. You can also ask other editors to look over a draft article while it's in your userspace and to give you feedback before you submit it (I and many other editors are happy to do this).
Finally, keep in mind that there are lots of perfectly great things in the world that don't get their own Wikipedia articles, at least not yet. There are a lot of things that Wikipedia is not, and one of those is a directory. We don't create entries for bands only because you want to promote music from Wisconsin, but rather because those bands meet the WP:MUSIC criteria. There are lots of already existing articles for notable bands that need plenty of improvement, so perhaps you'd be interested in focusing your attention on a few of those for a while?

However, unfortunately that is a good example of what is not acceptable on Wikipedia: writing an article on a little known band in the hope of making them better known is "promotion" of the band, which is against Wikipedia's policy.
