Rather, the release of content must be irrevocable, to the world, into the public domain (PD) or under a suitably-free and compatible copyright license. 'a' or 'the' in the Indian Railways lead

Hi. Is there more than one state-owned national railway system in India? If there isn't, I think the appropriate word is 'the'. If there is more than one, we could say 'one of the state-owned national railway system of India'; the point being to tell the reader if Indian Railways is the only one or if there are more state-owned national railways.
