I'm curious because that article ("ref 1") does not mention his death in the Lockerbie Bombings, so I'm just trying to understand what your connection to this individual is.

If you wish to appeal, read WP:GAB and make an appeal on your talk page. Unless it’s very good, however, I’m not likely to be supportive as you’ve been unable to heed warnings in the past and find new ways to do the same thing after being warned. Any appeal would have to convince people that all the drama would stop. I believe you’re sorry, but you’ve been sorry in the past, so it doesn’t give us much to go on. In doing so, I'd like to offer you the opportunity to contribute to Scots Wikipedia where I am admin. It generally can be helpful for users to show themselves being productive on other Wikimedia projects. Sco.wiki could really use the contributors, but please only take this into consideration as a factor while crafting your response.

I initially thought it would take a week, but I guess it occurred to me quicker than I thought. I would like to explain why my behavior worsened in 2020, and what measures I will take to make sure it doesn't happen again. I would like to announce that there have been some real-life issues recently that have had a negative impact on my behavior, and why I would like to limit my time on Wikipedia for a while to recover from my stress: About a month or two ago, me and my family moved to a different state. We had to move a lot of furniture and books, and the pressure of having to do all that for days has taken a toll on my cognitive abilities. Since I graduated high school, I have had very few friends to talk to and have gone on Wikipedia more often than usual. My decision to sign up for the WikiCup has made me feel too competitive and I realise that, given the demands that the WikiCup's rules call for, being in the Cup effectively impaired my ability to make productive contributions to Wikipedia articles in 2020. In 2019, I was making MEPs and British MPs the moment they were newly elected. I have decided to withdraw from the WikiCup and I promise never to participate in the WikiCup ever again. And as for my Women In Red contributions, I promise to be more flexible with when I do them. And due to the bad experience with the WikiCup, I would like to disclose that I have obsessive–compulsive disorder (see the relevant essay is here), and it has had negative impacts on both my time in Wikipedia and my time outside. I use my phone during the first thirty minutes of my night-time sleep in bed, and I've been addicted to the internet too much which has had a negative impact on my social skills. Therefore I've decided to limit my internet time for the time being. My "not an admin but might like to be one someday" UBX has made me think like an admin to the point where I got too far - you know, reporting socks unnecessarily and altering sock tags. Therefore if I am unblocked I would like to have it removed. Did I learn anything? In some places, yes. I was called out for enough WP:BADNACs that I decided to limit my use of WP:XFDC. After I was called out for replacing PRODs on those Judge Dredd articles with redirects, I limited my habits of doing them. After I was called out for altering sock tags, I stopped doing it. I thought I was doing good in the world, but following my indefinite block, I have failed to realise soon enough that I was being overconfident in both definitions of the word. Therefore, I promise to limit my time in the four administrative boards (WP:AN/WP:ANI/WP:AN3/WP:AE) to the most critical of emergencies, and even so I should ask an admin to do so. If it's a content dispute, I'll talk it over with the people involved. I regret my actions and their impact on my life, and I feel very bad for what I have done in the WP:ANI thread, and I promise not to do it again. Of course, if I get unblocked, it would have to be on some conditions given my behavior. In any event, I'm currently in my gap year after graduating high school, and I'm working with my parents to look for a college, and if I get into one my activity in Wikipedia might be limited for a long time. ミラP 17:18, 7 March 2020 (UTC)

In addition, you need far more time to think about how you can constructively contribute to this project. You have pushed over and over again into areas where you have no business being, and each time you apologize and say it won't happen again, but your concept of what is wrong is profoundly cramped, so you then move on to yet another area and are again disruptive. Miraclepine, I am sorry that it came to this. I had hoped for more limited restraint on you, but I was not aware of the extent of previous problems.
But since this is where it got to, I want to echo Bbb23's advice: work out your real life issues, and only then then maybe consider Wikipedia again.
And if you decide to return, then by far the best way to contribute is to create content. Wikipedia is overflowing with wannabe wiki-politicians and wannabe-admins, but we don't have enough content creators, and the best admins are those who have significant experience in content creation ('cos that's what Wikipedia is for); too many of those who aspire adminship lack many of the required qualities. Specialise in one narrow type of topic, and build up expertise in that area:
  • Learn how to find and use the reliable sources relating to those topics. Don't just be a Google jockey; read books, and scholarly papers and newspaper archives.
  • Learn how the content policies apply to use of sources.
  • Learn the relevant style guides
  • Above all learn to identify and work with (rather than against) experienced content creators in that topic area. Actively seek out editors who disagree with you and approach them with an open mind and willingness to learn.
Content creators are very welcome, but wannabe wiki-politicians can rapidly run into trouble. If your standard offer request after a break is just more of the same, things are unlikely to go well for you, but if you come back with a mission to create encyclopedic content of whatever type you have chosen, then you'll have a much better chance.

    Also, on a purely human note, I agree with Bbb23. If Wikipedia is your outlet for RL issues that’s fine (not therapy, but it is an outlet for many people) but you shouldn’t let this project become real life. As a functionary, I have to deal with the intersection of RL and Wikipedia almost daily and it honestly sucks but I do it as a service because I truly believe in the cause. At the same time, RL is 1000x more important and getting healthy mentally is part of that. It looks like Wikipedia is conflicting with your real life ideals. When that happens, give up Wikipedia. Hi, apologies for the delay since I needed some time to reflect back to my break from the English Wikipedia before I made this request. Although I told some people that I was going to focus on my real-life and that I was agreeing to the standard offer, I still had enough time to realize one thing I hadn't realized at the time: my reason to be on Wikipedia is to create articles and contribute content to existing ones, simply put. At first I thought I was mad about having the block, but as time went on, I came to realize that the blocking admin did the right thing, that my behavior at the time was getting out of hand, and that I take full responsibility for my actions that led to my block. Fortunately, almost two months has passed since I was sitewide indeffed from enwiki, and my mental health has recovered enough for me to contribute to Wikipedia, especially with my extensive contributions to Wikidata and the English Wikisource. That is why I would like a second chance to prove that I am now in a good mental condition to return to enwiki. I have learned several things and I have grown in several ways during the time I was indefinitely blocked sitewide: # I now understand that Wikipedia is built more on cooperating with other people than simply expanding easy access to knowledge, and that failing to do so may cause a systemic bias in Wikipedia's content or even result in losing my ability to contribute, especially when one of the two results in the other. # I now understand that posting to admin boards on stuff I don't know about leads to wasted time and puts huge strain on the resources Wikipedia needs to survive, and therefore leads to devastating consequences that hurt Wikipedia and its community. # I now understand that dispute resolution is a better solution for disputes than WP:ANI, and that not everything needs admin intervention. # I also understand that some things are better left to the experts, especially if the definition of "experts" is strictly admins or CUs or similar, and that they should therefore not be done by non-experts nor wannabes. Therefore I would like to request to be allowed to return to the English Wikipedia. MJL told me that I never would have been blocked if I hadn't focused a lot on DYK, which made me realize that I would never have been blocked if I had sticked to the one thing I know best: creating and updating Wikipedia articles. My first choice is a temporary topic ban on categorization or posting to WP:CFD (since my creating the categories despite BHG's warnings not to and making those CFDs without doing the research led to my block) and also an interaction ban between me and BHG (need others' input before pinging), but how far to extend it is at the discretion of any reviewing admins. In any case it will be logged here. If email is enabled I promise not to use it only to give someone hard-to-access sources for working on an article (BHG told me "Don't just be a Google jockey; read books, and scholarly papers and newspaper archives", so I'm setting my sights at a Wikipedia Library account once I get unblocked) or to email role accounts should the need arise, and never to ask people to join discussions without a legitimate reason. Sigh. People appealing to ROPE on their own behalf don’t give me much hope as it’s usually used as GETOUTOFJAILFREE for 6 months after, and your response makes me think the same here. I think we’d have to with wikilawyering over competence issues for the next year. You know the right things to say, but you’ve never been able to actually stop running into issues after you promise to change one thing. The IP raised a good point, and I think the ja.wiki example is probably more relevant than Wikidata or wikisource: the former is mainly used by bots and the latter is dead. The additional revelation that they’ve been trying to contribute to a major Wikipedia via google translate isn’t particularly confidence inspiring either. @Deepfriedokra: I'm pinging you because two weeks have passed since the request was open. I shall now clarify and add a few more things here:

BHG told me "content creators are always welcome", and I've created a lot of articles, particularly the examples I listed above, so I'm pretty sure I've known "[h]ow the content policies apply to use of sources" and've had familiarity with style guidelines since I started creating articles last year.
This month, an ArbCom decision recently established 8-0 (my emphasis): An editor's positive and valuable contributions in one aspect of his or her participation on Wikipedia do not excuse misbehavior or questionable judgment in another aspect of participation, but may be considered in determining the sanction to be imposed, as may be done here. (PBlock? TBan? IBan?) Therefore I shall present my positive and valuable contributions in addition to the ones I listed in the unblock request:
In addition to the DYKs I listed above, I've generously DYK'ed work done by other people:
I've also worked extensively on the English Wikipedia's lists of Old Harrovians and Old Carthusians while mostly relying on digitised versions of school registers available at the Internet Archive and the English Wikisource, and I still have those draft lists of Old Etonians by occupation to finish.
As for Women In Red, I'm a prolific contributor to #1day1woman. I still retain my intention to be flexible with my contributions to Women In Red.
If possible, I am more inclined than before to go with SmokeyJoe's idea on an IBan between me and BHG.
As for my contributions to Wikidata:
  • I've made so much contributions there it's even exceeded my enwiki edit count; in fact I just got my 100,000th edit there a few days ago.
  • I've gained awesome experience with Mix'n'match and QuickStatements, and I use the latter to mass-create Wikisource pages in cookie-cutter style.
  • Even though there's no mix'n'match catalog, I also add Who's Who (UK) IDs (P4638), preferably at least a hundred a day.
  • I'm merging a lot of duplicates from the Peerage (it may have been deprecated as a source here, but at least valuable parts are sourced to non-online sources like Burke's Peerage 2003 and Burke's Irish Family Records 1976) and Kindred Britain databases. I also frequent this page. I use Wikidata's search engine for a lot of maintenance tasks, for example to identify Peerage duplicates of bishops by searching "rt rev" (the prefix for bishops) and "peerage person"/"born"/"died" (most Peerage-created items have a short description with either "Peerage person ID=######" or a lifespan, but (YYYY-YYYY) is hard to search), though a few false positives there may creep up.
  • Every day (preferably twice a day) I add English-language short descriptions (and less often labels) to items of recently deceased people.
  • Bots apparently do a larger fraction of work there than in enwiki, but Wikidata has a big human community. It even has oversighters and checkusers; in fact we just got our first local CUs a month ago.
As for Wikisource, it's not dead, it's still thriving with a lot of works to that need transcribing, though it does have a smaller community than Wikpiedia. At the English Wikisource I often transcribe the Alumni Oxonienses if I have time.

This is my behavior that led to my blocking:
  • My desire to become an admin led me to ask an admin to protect all those banned users' talk pages and to altering sock tags after being told not to add sock tags.
  • I also made several ill-conceived decisions at admin boards that wasted admins' time: a few BADNACs especially the NL19931993 incident, this, the Wintertree incident.
  • After the Ipswich MPs CFD, BHG told me reasons why constituency categorisation was a bad idea, but being overprotective of my creations at the time, I still thought it was a good idea at the time and made the categories anyway. When I was given the "How often is Gladstone referred to as the MP for Portarlington?" question, I wanted to win unfairly because I didn't want the constituency categories deleted: trying to bend the rules in my favor, doing some Google search in haste, resorting to posting to ANI. All this was a terrible mistake. If I had stopped earlier, stepped away, and allowed BHG to do the CFDs, I would never have been blocked from Wikipedia.
This is what I would do differently if unblocked.
  • I would, I reiterate, like to stick mostly to two things:
  • creating Wikipedia articles on Japan (including anime) and foreign politicians, and I intend to focus heavily on creating them and improving and updating similar existing articles.
  • nominating eligible articles for DYK (new/5x/GA within a week), and I would like to nominate a few other people's work for DYK.
  • Since I've been gaining experience with Peerage items, I would also like to consider removing/replacing Peerage sources here due to the deprecation.
  • I may vote at XFDs often, especially if I improve an AFD'd article, but following my reflections on my life, I would like to leave NACs and relists to people with the best experience.
  • I think this is what Bbb23 would call "things that editors without advanced permissions do".
  • I will no longer pursue adminship unless the time is right, but rather pursue content creation, and my "not an admin but might like to be one someday" UBX will be removed from my userpage.

I knew I was early, but I still realized that I was a prolific content creator and a regular at WIR and DYK before my block (as shown with the articles and DYKs I listed), and that I may have made my decision to agree to the standard offer three months ago in as much haste as when I filed that ill-conceived ANI report that led to my block; also you did say you were inclined to unblock. I've had a lot of positive contributions to Wikidata and Wikisource (in addition to enwiki) with relatively little incident there (compared to enwiki), and my ability to create articles had nothing to do with my block. The reason I suggested the T/IBan and the possibility of a PBlock or mentorship was because of the issues that led to my block, as I stated above.
As a compromise, I would at least like to suggest that should any T/IBan involving me be logged in this page, I should at least wait six months before appealing.

It has not been six months. The standard offer is six months. I would suggest that this be declined, and the editor make another request after six months. If you can't even bother to follow the guidance for the unblock process, how do we know that you will follow any other guidance? The standard offer is not just some random essay that we throw at users. It is a demonstration that you can follow simple, clear instructions. Also, I find it a bit discouraging that Miraclepine is telling admins how to do their job here during this very unblock – for example, telling admins to log topic bans at WP:RESTRICT, as if admins are incompetent and need this user to guide them. @Deepfriedokra: I've read NinjaRobotPirate's reply and pondered over it for a while, and I have realized that I had made this request early because of the COVID-19 pandemic in which places that would make it easy for me to Wikibreak were closed to stop the virus from spreading. The situation of the pandemic was uncertain at the time, so I decided to abort a wikibreak and make an attempt to return to Wikipedia. But so much time has passed since then that the situation is more certain than at the time, and all those places where I can go to stay away from the internet are starting to reopen, which may give me more time to wikibreak.
My thoughts are that admins are indeed competent and each has expertise in certain areas. That is why I trusted you with the unblock request: because of your long history of experience with them. That said, the reply has made me realise while having positive contributions to Wikipedia and its sister projects are important, so is displaying a willingness to follow the rules.
Therefore, I think it would be for the best of us that I withdraw this request and come back some day whenever the time is right... six months from today: 18 December 2020.
And besides, Wikidata is now my home wiki, and I've been having a lot of fun there.

Years ago, I was indefinitely blocked for WP:CIR and WP:IDHT in response to my wasting admin time with a retaliatory ANI report against an topic expert whom I would not agree with and towards whom I wikilawyered and tried to game things in my favor, after displaying a habit of wasting admin time and doing weird stuff, and rushing into things too fast. A lot of time has passed since then including my last unblock request, enough for me to reflect on my own behavior. Reflecting on my behaviour before being blocked and afterwards, I have decided to spend more time to refine this appeal. At Wikidata and English Wikisource, I nowadays keep a relatively low profile while editing constructively by working on award-winner items, creating women author pages, and some DNB27 work.

I hereby, after being unblocked, commit to use common sense; to refrain from rushing into things too quickly, but instead do more research on a topic if I'm unsure I know enough on said topic; to think more carefully about whether or not my edits improve Wikipedia, about what other editors think and need, and how much editor time and resources are consumed, and thus commit to approaches that are less bureaucratic in principle (and thus consume less admin time); to respect the principles of Wikipedia policies/guidelines and my promises and not abuse their letter; to listen to feedback from others and display a willingness to learn.

I plan to focus mostly on content work (namely for WikiProject Anime and Manga, Women in Red, and WP:DYK); adding reliable sources to unsourced and poorly sourced claims and getting rid of unreliable sources; cleaning up WP:PSTS issues on anime articles (e.g. replacing social media sources with reliable news sources if possible); and !voting for WP:ATDs during XFDs. I also am open to any kinds of TBANs and feedback.
