Simply uploading it again will not address the problem. Please read WP:COPYRIGHT, especially the section on images. If you are not the owner of the copyright for this image, you cannot upload this image. If you are the copyright holder of this image, then you need to provide explicit permission by either releasing the image under an appropriate license by stating it on the originating web site, or better yet, email WP:OTRS with explicit permission.
