How to create a new article ? How to change the title of current article ? I have re edited the matter of this article by adding citation is it possible to publish ?

Please don't re-submit declined "Articles for creation" drafts without doing anything to address the reason for the rejection. Doing so achieves nothing except for taking up reviewers' time which could have been spent on more productive work, such as reviewing new submissions, or ones which have had significant changes since they were last reviewed.
